Second death at Malaysian anti-corruption body

KUALA LUMPUR : Anti-graft officials on Wednesday found the body of a 56-year-old man at their agency's office, the second such mysterious death of people involved in investigations.

The body of customs deputy director Ahmad Sarbani Mohamed was found at the bottom the Malaysian Anti-Corruption Commission (MACC) building in the capital Kuala Lumpur.

His death has sparked widespread criticism against MACC, which said Ahmad was among 62 customs officials detained on April 1 and later released as part of a major campaign to battle corruption and money laundering.

The agency said Ahmad had come to its office to meet an anti-graft official, adding that an officer had led him to a waiting room on the third floor of the building.

The MACC said subsequently they found the body of Ahmad sprawled on the first floor.

Ohoo, someone's dream is going to shatter. Words spread around pointing at a lady minister. What the heck, when he/she has so much money, be generous la....... aha.

A senior aide to an Umno minister was quizzed by the Malaysian Anti-Corruption Commission for alleged graft involving more than RM70,000.

The man, who was once a senior politician, was quizzed midnight on Wednesday and released several hours later after MACC officers here had recorded his statement.

The man is alleged to have received the money from someone but it is not immediately known what the money was for, or whom it was for.

DEMOCRACY WITH MALAYSIAKINI: MACC , a new political force.

It was during Zaid days when reforms were daily issues almost. Millions of dollars given out to sacked judges [retrenched?] as compensation to previous deeds. MACC surfaced in a hurry and now they are spreading their wings.

MACC, a new born child is heading into a familiar terrain as they stimulate the most sensitive issue. They are now trying to nip the biblical cord of political game, and soon nobody knows how will the game be played as enterprising leaders try to spread wings and influence. Lets understand why 50 or so youths staged a peaceful demo in front of their own political house, Umno Hq. Then one may ask oneself, with the newly found independence, who will MACC refer to and check before they do and act on somethings?

About 50 people gathered outside the Umno headquarters where the party’s supreme council was meeting to stage a protest against the Umno disciplinary council and the Malaysian Anti-Corruption Com­mission’s (MACC) arrest of party members.

The group, said to be Umno Youth members, arrived at 8pm holding placards and banners at the main entrance of Menara Dato’ Onn and shouted their demands as party leaders arrived.

The placards and banners read: “Lembaga disiplin sudah nyanyuk,” “Jangan ambil hak ahli Umno” and “Kami menolak SPRM, boleh blah.” (Disciplinary board is senile; Don’t usurp Umno member’s right: We reject the MACC: butt out)

When Umno president Datuk Seri Abdullah Ahmad Badawi arrived at 8.35pm, the group presented a memorandum to him.

Among its contents was a protest against Umno disciplinary board chairman Tengku Tan Sri Ahmad Rithauddeen’s suggestion that the main wings of the party be abolished and on the alleged beating of Umno members during interrogation by MACC officers.

Zuraidi Abd Rahim, who claimed to be a delegate from Baling, said the group represented about 2,500 Umno Youth delegates nationwide.

He claimed that 39 party members in Pahang were called for interrogation by the commission, alleging that some of them were beaten.

“Two or three of them have lodged police reports,” he said, adding that the reports were attached to the memorandum.

Zuraidi said party grassroots were hoping the leadership would listen to their plea and make the necessary changes. [50 stage protest outside Umno HQ Malaysia Star]

The rest of us
are busy with the rising cost of living. Some are sitting in full fear when is the time for retrenchment. When hafiz yatim reported on graft cases against big guns to test MACC in Malaysiakini, then I thought some of us are really childish. That will include me as well definitely.

2. It was like yesterday when a ruler cautioned on politics. HRH said at times politics are a little bit overboard. Interesting because we, the little folks out of humility had send them on board. 3. MACC to them is a little test. This phenomena is definitely as a result of exam oriented school system that we inherit decades ago. Everything is a test and being tested. Even the patience of Tuan Yang diPertua Dewan is also tested continuously. The other day, Hudud was played like chess. Lands were freeholded for a tease. Bus station was sensationalised beyond comprehension. Over the horizon, kenyalangs are fighting off the ugly looking vultures. Gamuda, railway lines, drawings, approvals and fees are treated with ease as if everythings are toys. Our beautiful land was visited by the ghost of SINN FEIN as IRA is trading skills and wits with the local folks here, as Hindraf is about to be abandoned and left behind.

4. Therefore the way they go now is all about the battle of wits........ yes, some do thrive on a little bit of exposure in media. Years ago, one or two even went to the extent of standing in front of armoured truck! A hero willing to die to save mankind.

5. Like another one who has the cheek to sue because she thought Madam S mentioned in a short story refer to Madam Susan. Some folks thought madam S is just madam Silly. Some even went further, Madam S is Madam Senget.

6. Now the way Israel played up bombing as prelude to their coming elections really make sense. The way Margarret Tatcher send their biggest ship to defend Falkland Islands against ailing Argentina gave some meaning. She stayed at 10 Downing Street much longer as a result. Dont miss the way Bush junior hammered Iraq to shambles just to stay another term in the big white house. History are made that way over centuries; games , deaths and misery.

7. Some politicians are experiencing a slow death of their own making. They dont even realised it. Some I think should get rid of this damaging "testing" and 'publicity' syndrome. It is a bit too much and very childish.

MACC Bill passed in Parliament

KUALA LUMPUR: The Malaysian Anti-Corruption Commission (MACC) Bill was passed in Parliament after more than 20 hours of debate with 14 proposed amendments by the Opposition shot down.

The bill was tabled for its first reading on Dec 10 leaving MPs only a few days to prepare their speeches as the debate was held on Monday.

Amendments put forth during the third reading on Tuesday by Lim Kit Siang (DAP-Ipoh Timur) and R. Sivarasa (PKR-Subang) were mostly centred on the seperation of powers between the public prosecutor and the MACC.

There was also a lengthy debate on an amendment (which was later shot down) to include a clause that would give the MACC powers to specifically investigate those who have been or are officers of a public body who are living beyond their means.

Minister in the Prime Minister’s Department Datuk Seri Mohamed Nazri AbdAziz argued however that there had to be a check and balance between the public prosecutor and officers in the MACC.

Sivarasa had proposed amendments to a number of clauses that he said would not give the MACC a free hand in carrying out investigations due to the way the clauses were worded.

It was finally passed at 7.53pm with more voices saying “aye” and some saying “nay.”

The MACC will not be placed under the charge of Parliament as a check against unfair acts, Nazri said earlier.

This was because the viewpoints of parliamentarians were not always objective and the MACC should not be influenced by partisan politics in preventing acts of corruption, he claimed.

“Nowhere had the Government said that the Anti-Corruption Agency will be placed under Parliament.

“While there is no parliamentary committee on corruption to be formed, the Bill stated that a special committee will be formed and will be manned by parliamentarians,” he added.

Nazri said MACC’s special committee on corruption would have seven members, including those from the Dewan Rakyat and Dewan Negara, who would be appointed by the Yang di-Pertuan Agong.

He disagreed with the Pakatan Rakyat MPs who argued that the A-G’s decisions were influenced by the Executive, and that the MACC and the A-G’s powers should be placed directly under Parliament.

Nazri also said the MACC had nothing to do with the person holding the A-G’s post.

He said the A-G and the A-G’s Chambers were two separate issues, adding that deputy public prosecutors and Anti-Corruption Agency (ACA) officers would be seconded to the MACC to ensure that genuine cases would not face “political hurdles.”

“If a case cannot proceed due to an unexplained reason, only then I agree that it’s the problem of the individual (AG), not the institution itself.

“You cannot simply throw away everything -- the executive, the judiciary and the legislative because of accusations of misconduct against the A-G,” he said in replying to points raised during the debate on the MACC Bill on Tuesday.

He also said the opposition’s suggestion that a cabinet minister be appointed to the commission would raise question of impartiality.

The Bill contained provisions to check the professionalism of MACC officials through the formation of an anti-corruption advisory board, a special committee on corruption and complaints committee.

The MACC was based on the Hong Kong’s Independent Commission Against Corruption (ICAC).

Nazri said that the commission members would be given attractive remunerations and urged the Public Service Department to study the matter.
