Easy money, easy contract attracts many seasoned quicky businessmen. The easiest is to get someone close to decision makers to lobby. I don't think those who raise this issue care too much about integrity and transparency. I suspect Greed and "why not me" is the driving factor.
And over the years with Malaysian politics, there were instances where "pukul anak sindir menantu" is the approach taken. The bullet is not meant for Rais's heart, for someone else... But when Rais choose to bite the bait by making a police report, the trap is set to snatch hard!

UMNO DIVISIONAL MEETINGS: Money politics rampant in Umno, says Rais
"It has gone into the clutch of corporate personnel and businessmen who always believe in making dividends out of a deal. This is dangerous for a political party.
"The best fallback, I believe, is to look at our colleagues in MCA or Gerakan in how they handle their elections. They don't have all the restrictions but comparatively, they are free from money politics.
"I have been warned by my friends in Umno not to talk so much about this but I belong to another school. I believe transparency is our best teacher. We should be transparent and more accountable of our needs," he said after a meeting with diplomats and ambassadors from the United States and the Carribean countries.
Asked whether he would lodge any report with the Anti-Corruption Agency, Rais said the problem lay in getting the evidence as they gave out the money very discreetly. He expressed hope that the amendments to the Anti-Corruption Act and the formation of the Malaysian Anti-Corruption Commission would put an end to the menace.
Rais also said several Umno leaders who met during a retreat session on Monday had suggested several ways to overcome the problem, one of which was the abolishment of the quota system. Another suggestion, he said, was to set up a monitoring body within the party itself.
"But as you know, Umno does not have the expertise in handling this. So, it is best we leave it to the authorities."

A veteran leader of Malaysia's ruling party said Monday he had been asked to pay for votes in an upcoming contest for top posts, and warned that money politics would destroy the organisation.
Foreign Minister Rais Yatim said "the majority" of United Malays National Organisation (UMNO) members were more interested in making money out of the election than in voting for the right person.
"The majority of UMNO people want to look for money and not for good leaders," said Rais, a member of UMNO's decision-making committee who is vying for the vice-presidency.
"We have been approached under the cloak of assistance and cloak of contribution. (But) I'm not a player so you don't see my marks going up very high. If you want to be a good player, you have to say yes (to vote-buying)," he told reporters.
Rais, who has been with UMNO for over 33 years, said the problem of money politics within the ruling party should be eradicated or it "will surely kill the party."
UNMO, which has ruled Malaysia since independence, is holding meetings to nominate candidates for party posts after suffering major losses in polls this year. It will hold party elections next March.
"If UMNO cannot curb this practice, UMNO's future is done for because this has been (talked about) for the past two decades and it has not been curbed," he said.
In July, UMNO asked the country's anti-corruption agency to help it battle vote-buying ahead of the heated battle for top leadership positions in the party.

Tun Dr Mahathir Has Locus Standi To Make Any Statement On Umno, Says Rais
"There are many who are blasting Tun Dr Mahathir for making statements about Umno. This should not be an issue," said Rais, who is Foreign Minister.
"He has the locus standi (standing) to make any statement on Umno. He led the party for 23 years.
"If they want to say something to him, look at him straight in the eye and tell him. Dr Mahathir has every right to say what he wants about Umno," he told reporters when met at the Foreign Ministry's friends of Malaysia cultural exchange programme here.
Over the last month there had been calls by certain Umno leaders, including Umno president and Prime Minister Datuk Seri Abdullah Ahmad Badawi, blaming Dr Mahathir for a divided Umno.
The former prime minister earlier this year quit the party, which he once led, saying that he would only return once Abdullah vacates the party and government posts.
On another note, Rais alleged that there is a rapid rise in the menace of money politics in Umno and if left unchecked, the scourge would spell the death of the largest political party in the country.
The Anti-Corruption Commission Act, which had been proposed and is to be tabled in the Dewan Rakyat by year end, would be able to cover this practice, which had hogged Umno everytime it held its elections, he said.
Umno, the backbone of the ruling Barisan Nasional, will hold its elections in March next year. Under the party system, all 191 divisions will nominate leaders to contest for the top national positions, from the president, deputy president, three vice-presidents down to the 25 supreme council members. Rais had announced his wish to contest the vice-presidency and to date has only obtained six nominations.
A vice-presidential candidate needs at least 20 nominations tocontest. The divisional meet ings are currently underway and will end on Nov 9.
Education Minister Datuk Seri Hishammuddin Tun Hussein is leading the veep race with 54 nominations, followed by Minister in the Prime Minister's Department Datuk Seri Dr Ahmad Zahid Hamidi (38) and Unity, Culture, Arts and Heritage Minister Datuk SeriShafie Apdal (32). They are just the top three of 12 Umno leaders who have received nominations for the three-seat vice-presidential race.
Rais said that he noticed that some leaders had obtained nominations "out of the norm" but did not specify the leader or the post. "Even I have been approached by some divisions wanting donations and contributions. If I had given them these so-called donations or contributions, then I would have received their nominations but I will not yield to such requests. Nominations should be based on service and capability," said Rais, who is one of the more senior leaders in Umno.

"Quietly" They Fight.
All eyes are on Anwar Ibrahim, his battle in court and outside.
As always. But in Umno the political storm is brewing with the momentum picking up fast, a run-up to the big party polls in December.
Even at Umno branch level it's simmering. There are already reports of brawls, fist fights, assaults involving Umno members before, during and after "mesyuarat cawangan" or branch meetings.
And there are accusations of money being used for political support. Nothing new really. After all, party leaders from branch to division to national levels have admitted that money politics do exist in the party.
Now some branch leaders are saying, "We will not report the matter to the Anti-Corruption Agency but will forward the problem to party secretariat for further action." The party "secretariat' being the one announced by Umno president recently to "monitor branch and divisional meetings to ensure compliance of ethics and combat money politics." Not really new.
Hence some Umno membes are getting the ACA into the picture. ACA director-general Ahmad Said Hamdan has confirmed that reports on money politics by some Umno members are being investigated.

Recently a Seremban Umno member was detained for allegedly trying to bribe a branch chief for support.
Mukhriz Mahathir, one of Umno young leaders eyeing for higher post has complained of "struggling" to get enough support. He could very well be talking about money politics or some form of "intimidation" preventing members from making decisions on their own. Nothing new also.
However, something worth looking at is the "trend' of branches. In short there are branches (and their numbers are quite substantial) that are defying "instructions from the top." Hence you still get Tengku Razaleigh Hamzah, Muhyiddin Yassin and even Rais Yatim being nominated for party presidency.
True, branches' nominations don't count but the message is clear. Can Umno afford to turn a deaf ear on the voices of grassroots ? There's no denying some Umno branches are showing their displeasure with the leadership. We have heard of calls for Abdullah to step down as well as to hand over power to Najib Razak earlier than 2010 as planned. The same can be said in Wanita where supporters of Sharizat Jalil are said to be unhappy with Rafidah Aziz's succession plan.
But among the main grouse within UMNO is the quota system. Many want the nomination quota abolished, and are calling for a return to the old two-nomination way for every post.
So there we have it.. bickering, bribing, fighting and what have you.
Still paramount of it all (at least to me) is the ACA report lodged by former Selangor Umno strongman Mazlan Harun against Abdullah and Najib Razak for alleged abuse of power.
The report was based on a letter said to have been written by Petaling Jaya Selatan Umno division head Kapt (R) Datuk Zahar Hashim, which accused Abdullah and Najib of "political corruption of the highest order."
In the letter addressed to the Umno secretary-general, Zahar said the two top leaders had been campaigning to defend their positions despite asking others not to do the same. Zahar viewed the top two leaders' actions as a violation of the guidelines issued by party headquarters.
(The ACA has responded by saying statements will be recorded from Abdullah and Najib, but at the same time warned of actions against those who make false report).
It's interesting to note that Mazlan, son of former Selangor Umno overlord, the late Harun Idris, was a member of Team B led by Tengku Razaleigh which took on Mahathir's Team A in the big Umno fight of 1987. Ironically Abdullah Ahmad Badawi was also a member of Team B then.
Anyway, Umno are in for a stormy weather (if it hasn't already), which brings me to a remark made by supreme council member Syed Hamid Albar recently.
Syed Hamid who is also the Kota Tinggi division chairman was asked to comment on an incident at one of the branches in his division where a war of words erupted bweteen the pro- and anti-Syed Hamid factions. Chairs and tables were also over turned.
According to Syed Hamid, what happened was "asam garam dalam Umno." In short it, was all "part and parcel of Umno ."
Yes, he was talking about that one incident at the Kuala Sedili branch.
But there are many who would swear that the same words can be used to describe all the current bickering, quarrelling and fighting in the party. Said an Umno friend, "Biasa lah tahun pemilihan!"

Rais: More should rap quota for Umno polls
Umno supreme council member Datuk Seri Rais Yatim is upset that party members have not come out to openly express unhappiness with the quota system for those wishing to contest posts in the party's top decision-making body.
Rais, who had indicated interest in contesting the vice presidency in the November party polls, said members should be brave and let the leadership know if they were unhappy with the system.
“Since not many are coming out to oppose the system, there are no signs that it would be abolished,” he said.
"The only other leader who has spoken about abolishing the quota is (International Trade and Industry Minister and party vice president Tan Sri) Muhyiddin (Yassin). I must say that I am quite unhappy about this."

SINGAPORE, April 17 (Bernama) -- Malaysia and Singapore will accept whatever decision of the International Court of Justice (ICJ) in the Hague on Pulau Batu Putih in the Johor Straits which has been a long standing and thorny issue in the diplomatic relations between the two close neighbours.
"Whatever is the decision, we will accept it," Singapore Foreign Minister George Yeo and his Malaysian counterpart Datuk Seri Dr Rais Yatim said Thursday.
"We both agreed that if Malaysia were to win, Singapore would congratulate Malaysia, and if Singapore were to win, Malaysia would congratulate Singapore," Yeo told a media conference after Rais called on him at his office.
Rais, who is on an introductory visit to Singapore since his appointment as the new Foreign Minister, earlier met Prime Minister Lee Hsien Loong at the Istana.
Yeo said the judgment on Pedra Banca (as Singaporeans call Pulau Batu Putih) would likely be made by the ICJ in the middle or end of next month and the outcome would not affect bilateral relations of the two countries.
"Nothing should change," Yeo said, adding that this was the common position that both countries agreed to take and declare it to all Malaysians and Singaporeans.
