feb 21 2009Feb 21 (Bernama) -- The Raja Muda of Perlis Tuanku Syed Faizuddin Putra Jamalullail said constitutional ignorance and shallowness about the founding of the nation are among main contributors to the present public uproar.

He also urged the people to stay away from elements that could lead to self-interest, race or clan conflicts while chasing power and position.
Speaking at the Malaysian Malay-Muslim Colloqiuim on the theme "Strengthening the Malays' Future" here today, he said people in the country should remain calm in the face of gluttonies and uncertainties that are plaguing the country.
"We should maintain social etiquette and discipline in whatever remarks and conducts so as not to be seen as racial extremist or partisan," he said.
The Raja Muda said blowing up trivial issues and pioneering universal integrity without considering the values and customs practised in the country can bring out social disunity.
Besides that, the spread of false news and fundamentalism copied from outside also erode community peace.
He said people who created the commotion are from very small groups but their voices have drawn attention from overseas.
Over 1,000 Malay intellectuals and leaders attended the one-day colloquium organised by the Perlis Malay Association in collaboration with the Perlis government.
Other speakers were Yayasan Melaka rector Prof Datuk Dr Ramlah Adam, corporate figure Tan Sri Dr Abdul Aziz Abdul Rahman, academician Prof Dr Shaharir Mohd Zain, Ethnic Studies Institute founding director Prof Datuk Dr Shamsul Amri Baharuddin and Yayasan Karyawan chief executive Datuk Dr Hassan Ahmad.

Conference Of Rulers Issues Special Statement
Following is the press statement in full issued by the Keeper of the Rulers' Seal, Engku Tan Sri Ibrahim Engku Ngah.
"Press Statement issued by the Keeper of the Rulers' Seal on the role of the Yang di-Pertuan Agong and the Malay Rulers regarding the special privileges, position, eminence or greatness of the Malay Rulers, Islam, Malay as the national language, the special position of the Malays, and genuine interests of the other communities in accordance with the Federal Constitution.
"The Malay Rulers who attended the meeting of the Conference of Rulers conferred on the issuing of this special joint press statement Thursday.
"The Malay Rulers hold the constitutional role to safeguard the special privileges, position, eminence and greatness of the Malay Rulers, safeguard Islam, Malay as the National Language, and the genuine interests of the other communities in Malaysia.
"The actions of certain quarters in disputing and questioning these matters, which formed the primary basis for the formation of Malaysia and are enshrined in the Federal Constitution, had caused provocation and uneasiness among the people.
In retaliation, several quarters particularly Malay leaders whether in the government or non-governmental organisations as well as individuals had expressed their dissatisfaction and anger against those who had made the statements and reports and organised the forums.
"Among the reasons identified for these to have occurred is the cursory knowledge of those concerned regarding the historical background as to why these provisions were enshrined in the Federal Constitution and the influence of their attempts to implicate the principles of impartiality and justice without regard for the historical background and social condition of this country. Narrow political interests are also a cause.
"Unless this phenomenon is arrested immediately, it can lead to disunity and racial strife that can undermine the peace and harmony which has all this while brought progress, development and success to the nation.
"As such, it is necessary for the Conference of Rulers to emphasise and remind all quarters of these constitutional provisions besides giving emphasis to the assurance of safeguarding the genuine rights of other communities.
It has to be emphasised that each provision in the Federal Constitution has undergone the process of discussion, consideration, consultancy, sacrifice and compromise of the highest degree for what has been championed, discussed, considered, benefited from as well as agreed to by all quarters concerned, until the realisation of the provisions in the Federal Constitution which are known as the Social Contract.
It is not proper to dispute and question this Social Contract and more so to subject it to a review or change because it is the primary basis of the formation of Malaysia.
Therefore, it is appropriate for the Malay Rulers to remind that there should never be any attempt ever to test and challenge issues related to the Social Contract.
"Truly, the leaders of the pre-independence era were insightful -- far-sighted. They brought along with them the Malay Rulers for the negotiations to claim independence. The Institution of the Rulers was retained and legally enshrined in the constitution of an independent Malaysia.
The Institution of the Rulers was accorded eminence, was positioned at the apex of Government, as the head of the country and the states, as a protective umbrella, ensuring impartiality among the citizens.
The Institution of Rulers takes on the role of being a check-and-balance factor to untangle complications, if any.
"The Conference of Rulers also calls on the Malays to be united to safeguard the privileges, position, eminence and greatness of the Malay Rulers, safeguard Islam, Malay as the national language, and the genuine interests of the other communities in Malaysia as enshrined in the Federal Constitution. It has to be emphasised that this agenda is more important and foremost than political or factional interests.
"Non-Malays should not harbour any apprehension or worry over their genuine rights because these rights are guaranteed under the Federal Constitution and provisions of the state constitutions of Malaysia contained in Article 153 of the Federal Constitution.
"It is hoped that with this emphasis, all confusion among the people regarding these matters can be contained and an atmosphere of peace, harmony and mutual respect can continue to exist among the people for the maintenance of order in the country."
The Yang di-Pertuan Agong, Sultan Mizan Zainal Abidin, attended the meeting Thursday. His Majesty was accompanied by Prime Minister Datuk Seri Abdullah Ahmad Badawi.
The two-day meeting, which ended Thursday, was chaired by the Sultan of Kedah, Sultan Abdul Halim Muadzam Shah.
All the Rulers and Yang Dipertuas Negeri attended the meeting except the Rulers of Pahang, Johor, Terengganu, Perlis and Negeri Sembilan.
The Sultan of Pahang was represented by the Regent of Pahang, Tengku Mahkota Tengku Abdullah Sultan Ahmad Shah; the Sultan of Johor by the Tunku Mahkota of Johor, Tunku Ibrahim Ismail Sultan Iskandar; the Sultan of Terengganu by the President of the Regency Advisory Council Raja Tengku Sri Panglima Raja Tengku Baderulzaman Sultan Mahmud.
The Yang Dipertuan Besar of Negeri Sembilan by the Regent of Negeri Sembilan, Tunku Naquiyuddin Ibni Tuanku Jaafar; and the Raja of Perlis by the Raja Muda of Perlis, Tuanku Syed Faizuddin Putra Tuanku Syed Sirajuddin Jamalullail.
Also present were the menteris besar and chief ministers except the Sarawak chief minister who was represented by State Planning and Resource Management Minister II Datuk Seri Awang Tengah Ali Hasan.
The Keeper of the Rulers' Seal, Engku Tan Sri Ibrahim Engku Ngah, said matters related to defence, security, the national economy, the Yang di-Pertuan Agong scholarships, and proposals on the appointment of the Chief Justice, President of the Court of Appeal and Chief Judge of Malaya were discussed at the meeting.

Kenyataan Rasmi Majlis Raja-Raja Melayu
"Raja-Raja Melayu yang menghadiri Mesyuarat Majlis Raja-Raja telah berunding mengeluarkan kenyataan akhbar khas bersama pada hari ini.
"Raja-Raja Melayu mempunyai peranan perlembagaan untuk melindungi keistimewaan, kedudukan, kemuliaan dan kebesaran Raja-Raja Melayu, melindungi Agama Islam, Bahasa Melayu sebagai Bahasa Kebangsaan dan kepentingan sah kaum-kaum lain di Malaysia.
"Tindakan pihak-pihak tertentu mempertikai dan mempersoalkan perkara-perkara tersebut yang menjadi asas utama pembentukan negara Malaysia dan termasuk dalam Perlembagaan Persekutuan telah menimbulkan kegusaran dan keresahan di kalangan rakyat.
Sebagai tindak balas, beberapa pihak terutama pemimpin-pemimpin Melayu sama ada yang berada dalam kerajaan atau pertubuhan bukan kerajaan dan orang perseorangan telah menyuarakan rasa tidak paus hati dan marah terhadap pihak yang membuat kenyataan dan laporan dan menganjurkan forum-forum berkenaan.
"Antara sebab-sebab yang dikenal pasti berlakunya perkara ini ialah kedangkalan pengetahuan pihak berkenaan terhadap latar belakarang sejarah mengapa peruntukan-peruntukan tersebut dimaktubkan dalam Perlembangaan Persekutuan dan pengaruh prinsip-prinsip kesaksamaan dan keadilan yang cuba diimplikasikan di negara ini tanpa berjunjungkan latar belakang sejarah dan keadaan sosial negara ini.
Kepentingan politik sempit juga merupakan penyebab berlakunya perkara ini.
"Gejala ini jika tidak ditangani dengan segera boleh menyebabkan negara terjebak dalam kancah perpecahan dan persengketaan antara kaum yang boleh menjejaskan keharmonian dan keamanan yang selama ini telah membawa kemajuan, pembangunan dan kejayaan kepada negara.
"Justeru, adalah perlu Majlis Raja-Raja menegaskan dan memperingatkan semua pihak tentang peruntukan-peruntukan perlembagaan tersebut di samping memberi penekanan tentang jaminan perlindungan hak-hak sah kaum lain.
Perlu ditegaskan bahawa setiap peruntukan dalam Perlembagaan Persekutuan telah melalui proses perbincangan, pertimbangan, konsultansi, pengorbanan dan sifat tolak ansur yang sangat tinggi nilainya bagi apa yang telah diperjuangkan, diperbincangkan, dipertimbangkan, dimanfaatkan serta dipersetujui oleh semua pihak yang terlibat, sehingga wujudnya peruntukan-peruntukan dalam Perlembagaan Persekutuan yang dikenali sebagai Social Contract.
Social Contract ini tidak wajar dipertikai dan dipersoalkan lebih-lebih lagi disemak semula atau diubah kerana ia merupakan asas utama pembentukan negara Malaysia.
Untuk itu Raja-Raja Melayu wajar mempertingkatkan supaya isu berkaitan Social Contract tidak sekali-kali cuba diuji dan dicabar.
"Sesungguhnya, angkatan pemimpin di era pra-kemerdekaan, berfikiran dalam berpandangan jauh.
Raja-Raja Melayu telah dibawa bersama semasa rundingan menuntut kemerdekaan.
Institusi Raja dikekalkan dan dimaktubkan secara perundangan dalam Perlembagaan Malaysia Merdeka.
Institusi raja diberikan kemuliaan, ditempatkan di puncak Kerajaan, sebagai Ketua Negara dan Ketua Negeri, laksana payung pelindung, menjamin berlakunya kesaksamaan di kalangan warga.
Institusi Raja Berperanan sebagai faktor penyemak dan pengimbang, untuk merungkai sebarang kekusutan, sekiranya berlaku.
"Majlis Raja-Raja juga membuat seruan kepada orang Melayu supaya bersatu-padu untuk mempertahankan keistimewaan, kedudukan, kemuliaan dan kebesaran Raja-Raja Melayu, melindungi agama Islam, Bahasa Melayu sebagai Bahasa Kebangsaan dan kepentingan sah kaum-kaum lain di Malaysia seperti yang termaktub dalam Perlembagaan Persekutuan.
Penekanan juga perlu dibuat bahawa agenda ini adalah lebih penting dan utama dari kepentingan politik atau kelompok.
"Kaum bukan Melayu tidak perlu merasa khuatir dan bimbang tentang hak-hak sah mereka tersebut telah dijamin mengikut Perlembagaan Persekutuan dan peruntukan-peruntukan yang terkandung dalam Undang-undang Tubuh Negeri-negeri di Malaysia yang termaktub dalam Perkara 153 Perlembagaan Persekutuan.
"Adalah diharapkan dengan penegasan tersebut, segala kekeliruan berhubung dengan perkara ini di kalangan rakyat jelata dapat dibendung dan suatu suasana yang harmoni, aman dan sikap saling hormat menghormati di kalangan rakyat dapat terus diwujudkan demi menjaga ketenteraman negara." Kesemua Sultan dan Yang Dipertua Negeri menghadiri mesyuarat itu kecuali Pahang, Johor, Terengganu, Perlis dan Negeri Sembilan.
Sultan Pahang diwakili Pemangku Raja Pahang, Tengku Mahkota Tengku Abdullah Sultan Ahmad Shah, Sultan Johor diwakili Tunku Mahkota Johor, Tunku Ibrahim Ismail Sultan Iskandar dan Sultan Terengganu diwakili Yang Dipertua Majlis Penasihat Pemangku Raja, Tengku Sri Panglima Raja Tengku Baderulzaman Sultan Mahmud.
Negeri Sembilan diwakili Pemangku Yang Dipertuan Besar Negeri Sembilan, Tunku Naquiyuddin Ibni Tuanku Jaafar dan Perlis diwakili Raja Muda Perlis Tuanku Syed Faizuddin Putra Tuanku Syed Sirajuddin Jamalullail.
Turut hadir Menteri-menteri Besar dan Ketua-ketua Menteri kecuali Sarawak yang diwakili Menteri II Perancangan dan Pengurusan Sumber, Datuk Seri Awang Tengah Ali Hasan. Penyimpan Mohor Besar Raja-Raja Tan Sri Engku Ibrahim Engku Ngah berkata, perkara-perkara berkaitan pertahanan, keselamatan, kedudukan ekonomi negara, Biasiswa Yang di-Pertuan Agong termasuk cadangan pelantikan Ketua Hakim Negara Persekutuan, Presiden Mahkamah Rayuan dan Hakim Besar Malaya telah dibincangkan dalam mesyuarat itu. It appears that the public now seems to think that the Yang di-Pertuan Agong should intervene to put certainty and order back in the country. Some quarters however felt that such is not desirable, arguing that it is not appropriate to get the king involved in it.

Bila demokrasi melanda dunia, Raja cuma wujud dalam perlembagaan dan berkembang dalam sejarah. Malaysia ada raja di beberapa negeri, salah seorang terpilih sebagai Yang di-Pertuan Agong untuk lima tahun secara bergilir. Kuasa raja adalah terhad. Walaubagaimanapun Raja ada pengaruh penyatuan.
Siam adalah contoh sistem Raja yang sangat unik. Pengaruh Raja Siam bercampur dengan keagamaan. Pengaruh raja meresapi hingga ke akar umbi rakyat jelata. Waktu perit dan kemelut, Raja sering dirujuk. Titah raja ada kesan kepada tindakan selanjutnya.
Raja Jepun pula lain. Rajanya menjalani hidup yang terasing. Raja muncul pada waktu tertentu sahaja. Perang Dunia terdahulu ada tercatat pengaruh raja dalam kerangka kuasa dan penguasaan dunia. Askar Jepun berjuang kerana negara dan Raja. Kini Raja Jepun bersemayam belakang tabir.
Raja England juga kekal dalam sistem mereka. Istana Buckingham sudah jadi destinasi pelancungan untuk tontonan ramai. Kamera Sony, Nikon dan Olympus merakam kenangan pelancung. Memang, Raja kini kekal dalam kenangan sahaja.
Lama dulu, pada tahun 1970, Rukun Negara dicipta untuk rakyat bersatu dan berpendoman. Rukun yang ketiga ialah Kesetiaan Kepada Raja dan Negara. Namun krisis perlembagaan 80'an menghadkan kuasa Raja.
Walaupun begitu, adalah menjadi kelaziman bagi Pemimpin negara mohon perkenan Raja untuk melantik Menteri Besar. Maka Ghani terus kekal Menteri Besar Johor kerana diperkenan Raja. Nama-nama lain belum pernah melepasi tahap cadangan. Maka kekal Khaled di pusat.
Kalau keputusan PRU12 memeranjatkan, kemelut perlantikkan Menteri Besar di dua negeri, iaitu Perlis dan Terengganu lebih memeranjatkan. Pengerusi Perhubungan Umno negeri bukan tiket untuk jadi Menteri Besar. Shahidan walau gagah mengekang kemaraan Pas, tidak dapat perkenan. Adik Raja juga ada peranan dalam politik negeri. Akhirnya Md Isa Sabu dapat perkenan dan jadi Menteri Besar.
Lain pulak jadinya dengan Terengganu. Negeri yang kaya dengan hasil minyak cuba berubah. Islam Hadhari dan Monsoon Cup adalah percaturan. Idris terbiasa dengan politik pusat terlupa dengan politik setempat. Ada yang menuduh Idris tidak peduli dengan orang setempat dalam pengagihan kek ekonomi. Ada yang turut menuduh semua angkara Abdullah, Khairy dan Patrick Lim. Orang Terengganu dapat kulit kacang manakala isi kacangnya dikunyah dek orang lain.
Nah, Ahmad Said dapat perkenan Raja untuk mengurus hal ehwal negeri. Waktu itulah ada pemimpin yang dituduh penderhaka! Sticker kuning "Taat kepada Raja" diedar percuma untuk menyatupadukan rakyat yang berbelah bagi. Kemelut pun reda.
Selepas itu, negara Malaysia mendengar titah demi titah dari Raja Nazrin. Ruang kenegaraan dan kepimpinan dibuka dan dikupas oleh Raja Nazrin. Titah Raja Nazrin bak mutiara. Tuanku Jaafar juga turut berpesan supaya hentikan kemelut politik. Yang diPertuan menyebut seorang bercita-cita merampas jawatan dan seorang lagi yang beria-ria tidak mahu melepaskannya. Rakyat akan jadi keliru dan negara akan rugi. Kedua-duanya harus berundur.
Disaat-saat genting, peranan Raja adalah penting. Namun gesaan dari Anwar tidak berpijak dibumi nyata. Kerajaan sudah terbentuk dengan keputusan PRU12. Walau tidak dengan 2/3 majoriti, kerajaan sudah boleh memerintah. Mengganggu keputusan PRU12 dengan mengajak atau mengumpan orang supaya lompat keseberang hampir-hampir menjadikan Anwar sebagai pengkhianat negara.
Kita yakin Raja telah memainkan peranan. Dalam senyap negara Malaysia makin sedar, kita masih ada Raja, dalam perlembagaan dan dalam hati rakyat jelata, bukan sekadar dalam kenangan. - beritadarigunung

Antara Malaysia dan Siam dari perspektif Raja, Tentera, Pemimpin dan Rakyat.

Siam adalah negara berdaulat yang unik. Pengaruh raja meresapi kedalam masyarakat hingga ke akar umbi.
Selain itu, Tentera Siam telah memainkan peranan yang jelas dalam politik dan kerajaan. Bukan sekali dua, tentera jadi pencatur dalam kekalutan politik negara.
Dimasa-masa tertentu Raja Siam muncul menggaris halatuju. Raja kelihatan terasing tetapi dalam kekalutan, dirujuk untuk menghurai makna warna yang samar.
Setting negara kita ada sedikit kelainan. Raja kita dengan Raja Siam tidak sama. Tentera kita bukan pencatur. Manakala demonstrasi jalanan pula bukan budaya kita, kalau ada pun adalah kesan dari permainan politik Anwar.
Dalam suasana merdeka, biarlah sebarang perarakan hanya untuk menghayati erti kemerdekaan. Demonstrasi jalanan yang dijadikan medan bagi melayan sifat rakus dan gelojoh ahli politik tertentu wajar ditegah.
Rakyat telah diheret bersengkang mata, mendongak melihat kumat kamit mulut, hailer dan pembesar suara. Undi sudah dikira. Yang menang sudah diketahui.
Maka pemimpin politik harus bergerak dari situ. Dengan niat yang baik, negara akan kekal selamat. Manakala niat yang tidak baik, dendam yang kekal membara, dengki yang tak sudah-sudah, ditakuti pintu Kota Melaka akan dibuka dari dalam. Kelak anasir, musuh, dan petualang akan beraja di hati. Relakah kita terus jadi melukut?
Dengan semangat Kemerdekaan, negara Malaysia harus dipelihara sebaik mungkin. Rakyat jangan dijadikan habuan perang. Andai rakyat sangsi dengan keluhuran kepimpinan, maka PRU13 adalah wadah yang lebih sesuai.
Memacak dan mengibar bendera hanyalah terjemahan mudah kemerdekaan, yang lebih mendalam adalah semangat pemimpin untuk menjadikan negara dan rakyat benar-benar merdeka.
Saya yakin dalam barisan kepimpinan negara kini, masih ada yang waras dan mampu melihat lebih jauh dari yang nyata. Suara yang jujur harus juga diberi perhatian, walau telinga terasa sakit dan hati jadi pedih.

Berita dari gunung said... Naik kuda ni bukan calang-calang skill. Anwar dulu cuba-cuba jugak naik kuda, kemudian jatuh, terseliuh dan kena pakai brace leher warna putih. Itu masa dalam kabinet. Masa keluar penjara pun dia pakai brace dan duduk atas kerusi roda. Sebabnya ialah Anwar lemah!
Bekas Menteri Sukan tak pernah naik kuda kah? Masa zaman puteri dulu tak mengapa, boleh kata muda lagi. Masa zaman wanita pun tak pernah?
Naik kuda adalah riadah untuk orang kuat, cergas dan ada semangat juang. Orang yang kuat semangat juang akan sedia beradu dimana-mana saja. (beradu bukan tidur).
Untuk Azalina, bukan semua orang ada semangat juang yang tinggi. Nganga mulut luas-luas bukan bermaksud tinggi semangat juangnya..1:25 PM

Ruler: Regard events as lesson
ARAU: After keeping his silence since polling day, the Raja of Perlis yesterday spoke frankly about the recent impasse over the state leadership.
"Now, that matter has become history. We cannot change the past. But I hope in future, every government officer would hold closely and respect the constitution.
"If not, the country and state would be in chaos," he said after witnessing the swearing-in of seven state executive council members in Istana Arau.
He was speaking off the cuff despite having a prepared text with him during the 11.30am ceremony.
"In these past few days, there was an unusual event which occurred in Perlis.
"It was a change in which the elected representatives and assemblymen did not give a vote of confidence for the previous menteri besar.
"This matter had confused the laymen. But for those who knew and understood the law, it was a simple matter."
Tuanku Syed Sirajuddin said there were parties who took advantage of the supposed confusion over the matter.
"However, there were some who had used certain parties, including the newspapers, for their own benefit."
He said the appointment of Md Isa was done according to Perlis' constitution, and was based on the constitutional monarchy principle.
Md Isa was appointed on Monday.
The ceremony was also witnessed by the Raja Muda of Perlis Tuanku Syed Faizuddin Putra Jamalullail, former state secretary Datuk Ismail Othman and state legal adviser Abdul Rasid Sudin.
The Raja of Perlis thanked former menteri besar Datuk Seri Shahidan Kassim and his previous exco members for leading the state government during the past four years.
He advised the new executive councillors and assemblymen to fulfil their obligations as elected representatives of the people. On development, he urged the new state leadership to set up a think-tank for education and solve the people's problems.
Tuanku Syed Sirajuddin would also seek help from Universiti Sains Malaysia, of which he is the chancellor, to develop the think-tank.

CAMERON HIGHLANDS, July 23 (Bernama) -- The Football Association of Malaysia (FAM) practises democracy and anyone who wishes to do so can vote the present management out at the next annual general meeting (AGM) next year, FAM president Sultan Ahmad Shah said Sunday.
The Sabah Member of Parliament for Kalabakan, Datuk Abdul Ghapur Salleh, had described the ranking fall as shameful for the country.
He suggested that the leadership of the FAM be handed over to the management of the MyTeam football team so that improvements could be made to Malaysian football.
"Perhaps everyone wants to have a go at it because FAM announced that it is financially stable and has an allocation for the development of children's football in the country.
"It doesn't bother me, FAM is not mine. It belongs to the association," he said.

....While we can understand why the 146th ranking drew the wrath of Kalabakan Member of Parliament Datuk Abdul Ghapur Salleh, and why he even called for the resignation of the council. His suggestion, however, for the leadership of the FAM to be replaced by the management of MyTeam namely Khairy Jamaluddin and Jason Lo, bordered on insanity.
As for that response from Larut MP Raja Datuk Ahmad Zainuddin Raja Omar, who is also a FAM vice president, to offer citizenships to foreigners who are “highly talented”, why stop at just players? Why don’t we extend that privilege to foreigners who are “highly talented” administrators as well, especially since we all know that FAM’s administrators are certainly not of world-class standard either.

“This is not a minister of even 1%,” said the Prime Minister, who declared that he had never asked for kickbacks in the awarding of government contracts.

In Tapah, Umno supreme council member Tan Sri Rahim Tamby Chik said Khairy should only respond if there was evidence.
Rahim, who described himself as having to handle a “tsunami of accusations” when he was Umno Youth chief, said:
“There is no need for Khairy to respond if the allegations were without evidence and was considered hearsay.”
