The blame game has begun. While victims are trying to come to terms with the tragedy, and while those trapped are wondering how they would get basic needs like food, the former and current menteri besar of Selangor are trading blows.
It began when former menteri besar Datuk Seri Dr Mohd Khir Toyo lashed out at the present administration, accusing it of not being on top of the problem.

"During my time, the state Public Works Department, with the assistance of the Public Works Institute of Malaysia (Ikram), the Geology Department and the Drainage and Irrigation Department, provided reports every three months on hillslope conditions in Hulu Kelang," Dr Khir said.

"This started after the last landslide in the area, which happened in Kampung Pasir in May, 2006."

Dr Khir said the currenthousing area where the landslide happened was not approved during his tenure but more than 15 years ago.
He said during his tenure, the state had established a special committee headed by the state secretary to oversee all hillslope developments.

"There was no problem then. I don't know what happened after the new administration came in," Dr Khir said.

"The state government should be more strict. During our time, the state government collected RM6 million in fines from developers who did not build proper retention ponds. We even stopped some projects."

In an immediate response, Menteri Besar Tan Sri Abdul Khalid Ibrahim came out with guns blazing, denying allegations that the state administration had failed to monitor or be strict with developments on hillslopes.

Khalid said there were more than 90 ongoing hillside projects in the state and that it had ordered the developers to submit monthly reports on the progress of their work, adding that all these projects were approved by the previous administration.

"The state cannot rescind the development orders given to these developers as there are legal implications involved."

He said the state government would blacklist developers and companies that failed to adhere to its directives and was even prepared to face the legal consequences of stopping the projects.

Khalid said the Pakatan Rakyat government had placed a blanket ban on development in Class Three and Four slopes, and that this was among the first decisions taken by the new administration.

These two categories refer to slopes with steep inclines of more than 20 degrees.

Following consultation with various agencies and parties, Khalid had on Sunday order-ed all developments on steep hillsides in Selangor to be suspended with immediate effect.

State executive councillor in charge of local authorities Ronnie Liu said he wanted the previous state administration to explain how it approved a total of 114 Class 3 and 4 hillslope projects that were deemed a risk to occupants of properties there.

"Looks like they have not learnt from the 1993 Highland Towers tragedy. I can't imagine how they could approve projects which could endanger the lives of its residents."

Umno Youth Chief Race: Khairy can now take on Mukhriz

It’s official. Khairy Jamaluddin can now take on Datuk Mukhriz Mahathir for the Umno youth chief post.

Khairy, Prime Minister Datuk Seri Abdullah Ahmad Badawi’s son-in-law, secured his 38th, 39th, and 40th nominations from the Tawau, Tangga Batu and Gua Musang divisions.

On hearing the news, Khairy said that he was “pleased to have qualified given the level of scrutiny I have had to go through, from the time I entered the political arena in 1999.”

“I shall subject myself now to an even more intense screening not just by delegates to the Pemuda UMNO General Assembly but all Malaysians who have encountered a range of stories, good and bad, about me.

“I accept that the onus is on me to explain my convictions and reasons for offering myself as a prospective leader,” he said.

Meanwhile, Mukhriz, the son of former premier Tun Dr Mahathir Mohamad, is still in the lead with 64 nominations, well over the crucial 39 needed.

The third contender Datuk Seri Dr Khir Toyo has yet to make it with only 30 nominations.

His earlier nomination from Gua Musang was nullified and in a new meeting convened on Saturday, the nomination was given to Khairy instead.

The 191 divisions have until Nov 9 to hold their meetings and offer their nominations ahead of party polls in March.

Tempers flared at the Gelang Patah Umno Youth meeting at a hotel here yesterday following the nomination of Deputy Umno Youth chief Khairy Jamaluddin for the national Youth wing chief's post.
Most of the 146 delegates at the meeting, who were rooting for Datuk Seri Dr Mohd Khir Toyo, voiced their dissatisfaction over the outcome, claiming that there was foul play during the vote-counting process.

They claimed that 70 per cent of the delegates had nominated Dr Khir and it was baffling to see Khairy's name cropping up at the end of the meeting at 5.30pm.

"I am shocked. You can say that none of us voted for Khairy. How could this be? There must be something wrong here," said former Gelang Patah Umno Youth vice-head Sahid Ammun.

Consolidation Process Taking Shape In Umno

KUALA LUMPUR, Sept 13 (Bernama) -- After a period of unease following the March 8 general election, Umno is seeing winds of change blowing it towards rehabilitation and consolidation.

There are two vital signs pointing to that, one of which is former Prime Minister Tun Dr Mahathir Mohamad's intention to return after announcing that he was leaving the party on May 19 in a move that had shocked many.

The other is the clarion calls among leaders and grassroots members, urging the party to do away with the quota system for the sake of democracy in the party and to curtail money politics.

The party's divisional elections will begin next month while the main party elections will be held at the party's general assembly from Dec 16-20.

The rumoured cross over of Umno members of parliament to Pakatan Rakyat (PR) so far, is just that -- a rumour -- and is seen as mere political gimmick by PR leader Datuk Seri Anwar Ibrahim.

Dr Mahathir's intention to return to Umno was announced by vice-president Tan Sri Muhyiddin Yassin on Tuesday following his meeting with the former prime minister at the latter's house on Saturday.

Party leaders and members welcome the wish of Dr Mahathir, whose Umno membership number is 0000001, to return to the party which he had led for 22 years.

There are many within Umno who express confidence that Dr Mahathir will be able to play an effective role in uniting the grassroots members and restore their support towards Umno and strengthen Barisan Nasional (BN).

News of Dr Mahathir's wish to return to the party came on the heels of Umno's and BN's defeat in the Permatang Pauh parliamentary by-election last month.

Members and leaders are now concerned about the survival of Umno, which fought the country's independence, if steps are not taken to rehabilitate and institute change in the party.

Meanwhile the quota system, which has been in place since two decades ago and aimed at making sure that candidates are indeed supported by the members, is increasingly harming to the party.

Due to the system, there have been allegations of aspiring candidates going overboard in their attempts to get enough nominations that will qualify them to contest for posts.

The voices of Umno veterans, urging that the quota system be scrapped, are a breath of fresh air in the party and seen as a positive development in creating a vibrant democracy and enable healthy competitions for posts.

Many are wondering why Dr Mahathir changes his mind.

For the record, he has been vocal in his criticism of Datuk Seri Abdullah Ahmad Badawi and had vowed to return to Umno only upon Abdullah's resignation as prime minister.

Announcing his resignation in May, Dr Mahathir also called on Umno members, MPs and assemblymen to follow him in the attempt to pressure Abdullah to resign, but to no avail.

However, no one can deny that even when no longer holding power and out of the party, Dr Mahathir is still an influential figure, especially among Umno members due to his status as an experienced statesman who has done a lot for Malaysia.

His blog, www.chedet.com, is receiving phenomenal response and with this powerful medium, Dr Mahathir will bring more benefit to Umno being in the party than outside.

Umno supreme council member Datuk Seri Dr Mohd Khir Toyo said he met Dr Mahathir last week and found that the former prime minister had made a decision to return to Umno unconditionally and without having to be persuaded.

"Perhaps after seeing Umno's and BN's defeat in Permatang Pauh and the party's growing instability, the Tun decides to return, a move that will benefit the party.

I welcome him back and hope that he can assist in stabilising the party," he said.

Dr Mohd Khir, a former Selangor Menteri Besar, said Dr Mahathir is influential not only among the older generation but also among the young.

"The young are still supporting the Tun.

There are six million visitors to his blog in four months and most of them are young people who are IT-savvy," he said.

Meanwhile, the alleged use of money to buy nominations has been giving many in the party a headache.

This could be the reason that prompted Umno disciplinary committee chairman Tan Sri Tengku Ahmad Rithauddeen Tengku Ismail to raise the matter recently and called for its scrapping to protect the party from money politics.

He said that the ever since the system was introduced, the problem of money politics had gotten from bad to worse and is now difficult to curtail.

His suggestion received positive response from various level of the party's leadership who had been keeping quiet previously.

Among those who supported the move was Wanita Umno chief Tan Sri Rafidah Aziz, who said that the system was robbing eligible candidates their right to contest and that the system would also detrimental to the party if the nominations were obtained by way of buying them.

Umno veteran Tan Sri Abdul Aziz Tapa felt that it was time to scrap the system to uphold true democracy in the party.

Dr Mohd Khir said party members at the grassroots level had long been voicing out against the system and hoped that the call to do away with it would be taken into consideration this time around for the sake of the party.

An interesting point to note is that the effort to rehabilitate Umno is also being spurred by the party's veterans.

How far the efforts can be successful will depend on the commitment among the leadership to institute the necessary changes in line with the voices of the grassroots.

PM: Cancel telecast in Dewan Rakyat

KUWAIT: The Prime Minister said he was ashamed at what had transpired in the Dewan Rakyat on Wednesday and agreed that live telecast of the proceedings should be scrapped.

Datuk Seri Abdullah Ahmad Badawi said he was in the Dewan at the time, adding what happened was just “too much.”

“I felt ashamed if people watched television and saw what was happening in our Dewan. In my heart, I also felt that all this happened because there was a live broadcast at that time.

Apatah lagi, Shahrir pun menganga mulut mengatakan bahawa kini adalah era keterbukaan. Seolah siapa-siapa pun boleh kata apa saja dengan bebas. Mereka ceria dan gembira dengan trend baru itu. Khairy kelihatan seperti ikon wajib dalam media perdana waktu itu. Samy Vellu dihentam semau-maunya.

Khir Toyo tak lelap tidur dengan isu sensitif negeri Selangor. Ketika itu lah, Karam Singh tampil sebagai wira, pejuang dan penyelamat rakyat dan dengan tiba-tiba muncul sebagai guru Bahasa Melayu dengan peribahasa yang pelbagai.Adnan juga diasak sekali sekala. Keterbukaan yang buta suka melondeh orang di khalayak ramai. Keterbukaan yang buta menjadikan pemimpin berdendam. Keterbukaan yang buta dan tidak dipimpin menjadikan pemimpin dan rakyat tenggelam punca.

Orang Jasin dulunya terkeliru dengan fungsi Ahli Parlimen di Parlimen, sehinggakan beliau merasakan perlu untuk menyebut tentang kayu yang boleh dijadikan arang. Orang Kinabatangan menghempas emosi sekali sekala bersama orang Jasin. Kita terbuka tapi kita BUTA!

Dalam trend itu juga, rakyat Malaysia diperlihatkan bagaimana pemimpin-pemimpin senang-senang saja mengherdik Mahathir seolah beliau orang tua nyanyuk. Baru-baru ini pun, Nazri Aziz tanpa segan silu menghentam Mahathir dalam media perdana.

Rakyat Malaysia menonton TV dan melihat dengan jelas watak Nazri Aziz. Walaupun begitu wajar juga kita ingatkan Nazri Aziz apakah makna Padang Rengas. Ramai orang tahu erti "padang", tapi tidak ramai orang tahu apa dia "rengas".

Akhirnya, rakyat merumuskan kepimpinan dengan trend ini adalah lemah dan tidak mampu menguruskan negara. Dengan senyap tanpa hebuh-hebuh ramai memutuskan untuk tidak lagi memilih BN dan kepimpinan yang ada dalam PRU12.

Walau terlewat, kawalan terhadap demokrasi dan keterbukaan adalah wajar dilaksanakan dengan sedar dan celik. Jangan terus butakan mata dan hati.

Stop quarrel over temple demolition: Badawi

Kuala Lumpur, April 30 (IANS) Malaysian Prime Minister Abdullah Ahmad Badawi has asked two of his senior colleagues to stop a verbal duel in public over demolition of a Hindu temple last year, an issue that upset the ethnic Indian community here. Threatening disciplinary action, Badawi said a directive would be issued to ensure all component parties of the ruling coalition Barisan Nasional (BN) and individual members stop pointing fingers at one another.

Asked whether his warning would restrict freedom among the component parties, Abdullah retorted: “We have discipline in the party. Which party does not have discipline? It will be a problem if the party does not have discipline,” The Star newspaper said.

The controversy surrounds demolition of the Kampung Rimba Jaya Hindu temple near Shah Alam in Selangor state Nov 15 last year, a week before Deepavali.

Malaysian Indian Congress (MIC) President S. Samy Vellu said the demolition so close to the festival acted as the “atom bomb” during last month’s general elections, when disenchanted Tamil Hindus voted for the opposition.

Vellu, who himself lost his ninth bid to enter Parliament, blamed Selangor’s then Mentri Besar (Chief Minister) Mohamad Khir Toyo for not heeding his entreaties made in the presence of Badawi. click here: Thaindian.com, Thailand

Shaken and stirred

The aftershocks of the political tsunami are still being felt and now the main concern of Umno politicians is the speculation of Barisan Nasional MPs crossing to the other side.

UMNO Youth politicians arriving for their meeting on Tuesday were surprised to see a big crowd on the ground floor of the Umno headquarters.

Their meetings rarely attract much attention but the agenda that afternoon involved a letter Datuk Mukhriz Mahathir had written to Prime Minister Datuk Seri Abdullah Ahmad Badawi about the results of the elections, asking him to assume responsibility and step down.

As things turned out, Mukhriz got off with what amounted to a tap on the wrist at the end of the three-hour meeting.

There was mixed reaction from those around the table when the matter was opened up for discussion.

Some said he was wrong. They said that although he spoke in his capacity as the newly-elected Jerlun MP, he was “still wearing the uniform of Umno Youth” and should not have broken rank.

Others agreed that what he said “reflected the voices on the ground” but that the forum he used was inappropriate.

They told him that the strength of the party also lies in defending the leadership and while it was his right to express his views of the president, he should not have resorted to a letter that became public property after it was published in mykmu.net, a pro-Mahathir website.

Mukhriz admitted that he had written the letter, and he stood by its contents, but he had not leaked it to the public.

Those present then agreed that what he had written was his personal view but since he was not responsible for its circulation on the Internet, no action would be taken against him.

It was, as the wing’s executive secretary Datuk Rahman Dahlan said, “a sign of the times”.

The wing’s leadership knew that punishing Mukhriz would be counterproductive and Umno Youth would be seen as trying to bury its head in the sand

“The rules have changed. When we tell people you can’t criticise the PM like that, they tell you in the face, ‘Who said so?’ But we really love this party so we decided to take what Mukhriz told us at face value. We decided to treat it as a headline, here today and gone tomorrow,” he said.

But the issue has not gone away. Gua Musang MP Tengku Razaleigh Hamzah has urged Umno division heads to hold EGMs in their respective divisions to discuss the party’s electoral setbacks.

The politician prince has been holding court on the issue. On Wednesday, he spoke at such length during a press conference at his Kota Baru house that the video clip of what he said had to be posted on the Internet in three parts.

His own Gua Musang division is holding its EGM next month but no other division has followed suit as yet.

There is no doubt that what Tengku Razaleigh and Mukhriz are saying is resonating among people inside and outside Umno.

But their problem is that although Razaleigh knows what he is talking about, he is largely seen as a fringe voice in Umno.

He said he was willing to offer himself for the Umno presidency. But although still rosy-cheeked and glowing with health, he is, at 74, too old to take over.

Mukhriz, on his part, is regarded as rather too junior. He came into Umno Youth on a strong record of NGO work but some are still not sure whether what he is saying stems from his own conviction or that he is merely echoing his father’s sentiments.

As one of his Umno Youth colleagues said: “He has been active only in the last four years and most of that time he has spent defending his father. We are still not sure what he stands for.”

But basically, the true-blue Umno rank and file are quite convinced that any dramatic change in leadership at this juncture will further destabilise the party.

Said an Umno official: “We do not deny that Pak Lah is under pressure from all sides. But for the PM to step down at this point will only result in disarray and chaos in Umno as well as the Barisan. It’s the last thing we need right now.”

Abdullah, said the official, is a gentleman politician and he has no intention of clinging to power.

“Our priority now is to regain our bearings, rebuild our strength. The people sent out a very strong message to us. They have reached a threshold of tolerance about us and we are taking note of all this. We want to carry out a proper and thorough post-mortem on the election results and our performance. That will provide some basis to our future course of action for the party and the leadership.

“Pak Lah wants to restore Umno. Then, should there be a plan to reconsolidate the party in whatever way, he is prepared for the consequences,” said the official.

The one good thing that Abdullah has going for him to date is that the Cabinet he unveiled earlier this week can now get cracking. It is generally well accepted, barring some criticism about a number of appointments.

Getting the federal administration up and running will help ease some of the uncertainties surrounding the Government.

Abdullah’s situation is uncannily reminiscent of the one Tun Dr Mahathir Mohamad faced in 1999 when Terengganu followed Kelantan into the arms of PAS. The then Premier had also been under great pressure to step down.

It was said that his falling out with his then Finance Minister Tun Daim Zainuddin resulted from the latter telling him that the two of them should resign because people out there wanted them to go.

But resigning was then not in Dr Mahathir’s vocabulary.

As in 1999, some in Umno are talking about postponing the Unmo elections due later this year. But key Umno officials say the polls will likely go on as scheduled.

Postponing it will only make the Umno rank and file even more restless and unhappy. After such a traumatic political experience, the Umno grassroots want to air their views, listen to what the leadership has to say and form some roadmap for the future.

The dust has yet to settle after the political tsunami.

Last Wednesday, one of Abdullah’s most trusted lieutenants Datuk Seri Radzi Sheikh Ahmad resigned as Umno and Barisan secretary-general while ousted Selangor Mentri Besar Datuk Seri Khir Toyo resigned as Selangor Umno chief.

The circle around Abdullah is feeling the heat, as is normal when things go seriously wrong.

His son-in-law Khairy Jamaluddin has been hit the hardest. Khairy was the lightning rod for the opposition parties in their election campaign and he is now being blamed within the party as one of the causes for the Barisan’s poor showing.

He won well in Rembau but he has lost ground in the party. During the Umno Youth meeting on the Mukhriz issue, he sat there listening quietly, declining comment when it came to his turn to speak.

“It has been a terrible lesson for all of us and especially for Umno Youth, It is a sobering thought that the young Malay vote was not with us. It means we have failed and we have to take corrective action,” said Rahman.

But Umno’s greatest concern now revolves around speculation of Barisan MPs crossing to the other side.

Losing in five states and almost all of the Federal Territories is bad enough. They cannot imagine losing control over Parliament.

Political circles have been abuzz with speculation that Datuk Seri Anwar Ibrahim has already approached enough MPs to form a simple majority government and that none of them has yet to cross over because the would-be hoppers want to join a ruling coalition rather than the Opposition.

Besides, Anwar is waiting for his own ticket into Parliament when his ban on active politics ends on April 15. He has no intention of securing a majority in his favour but surrendering the Prime Minister post to, of all persons, PAS president Datuk Seri Hadi Awang.

The spectre of Anwar making a comeback is very real to some people. He speaks the populist language and he is still very much the consummate political animal. He was the cover story in the latest issue of Newsweek and the foreign media have proclaimed him as the big winner and even as the next Prime Minister.

However, said Kelantan politician Datuk Alwi Che Ahmad: “I don’t know why people are making such a big issue of our control over Parliament. Which do you think is more difficult – for us to get eight more MPs so as to have a two-thirds majority in Parliament or for them to get 30 MPs? Please give us more credit than that.”

Umno to gather intelligence on defection attempts


PUTRAJAYA: Umno will send out its members to gather intelligence on the Opposition's claims that some Barisan Nasional representatives are "crossing over".

The party's new secretary-general Datuk Seri Tengku Adnan Tengku Mansor however warned the Opposition not to be "stupid enough" to instigate defections from Barisan.

"We have heard talk but we don't know for sure whether there are such attempts. As the newly appointed Umno secretary-general, I will send out our intelligence people to go to the ground and find out whether there is any truth to such claims.

"Our MPs and assemblymen know that BN and Umno are the only coalition and party for them," he told reporters after participating in the Maulidur Rasul (Prophet's birthday) celebrations at the Putra Mosque here Thursday.

Tengku Adnan was commenting on reports quoting Parti Keadilan Rakyat de facto leader Datuk Seri Anwar Ibrahim as saying that the party welcomed any Barisan assemblyman or MP wishing to cross over.

Anwar had also said that he had met several Barisan leaders during his visit to Sabah and Sarawak.

Tengku Adnan said if there were such attempts by the Opposition, then it only meant that they were trying to advantage of the apparently "gloomy outlook" for the coalition.

"But it is not a gloomy outlook for us. Our calculations show that Barisan still managed to garner some 51.2% of the votes.

"That means both Barisan and Umno are still relevant," he said.

Tengku Adnan said Barisan would focus on recapturing the five states - Kedah Penang, Perak, Selangor and Kelantan - as well as the seats in the Federal Territory that were lost to the Opposition in the recent general election.

"Maybe our component partners have been weak in these states or that there was infighting within the Umno divisions.

"We will conduct an in-depth analysis of all these places," he said, adding that the coalition has to come up with different approaches to reclaim the states lost.

"We have to start working immediately," he said.

On the spate of resignations by Umno leaders, particularly that of former Selangor Mentri Besar Datuk Seri Dr Mohamad Khir Toyo as Selangor Umno and BN chairman, Tengku Adnan said they should realise that the party's interests should come above all and that they should instead work harder.

Asked if a lack of a Cabinet post would hinder his job as secretary-general, as hinted by his predecessor Datuk Seri Mohd Radzi Sheikh Ahmad, Tengku Adnan said he would leave it to the Prime Minister to decide on the matter.

1. Khir Resigns As Selangor BN Chairman And State Umno Chief

SHAH ALAM, March 19 (Bernama) -- Former Menteri Besar Datuk Seri Dr Mohamad Khir Toyo has resigned as the state Barisan Nasional (BN) chairman and state Umno chief, effective immediately.

Speaking at a brief news conference here tonight, Dr Mohamad Khir said he was taking full responsibility of BN's defeat in Selangor in the March 8 general election.

He also apologised for the BN's poor performance in the election.

"I've discussed with (Umno) president (Datuk Seri Abdullah Ahmad Badawi) and he has agreed in principle to appoint Tan Sri (Muhammad Muhd Taib) as the new state BN chairman and state Umno chief," he said.

2. Datuk Seri Tengku Azlan Abu Bakar, and Datuk Anifah Aman

PUTRAJAYA/KOTA KINABALU, Wed: Datuk Seri Tengku Azlan Abu Bakar, who declined his new posting as Deputy Foreign Minister, said he did not “throw a tantrum” as reported in the New Straits Times today.
He denied having done that when informing Prime Minister Datuk Seri Abdullah Ahmad Badawi on Tuesday that he would not take up his new post.

“I did not throw any tantrum, I merely informed the prime minister and it was a very respectful meeting. Please make this correction,” Tengku Azlan said today after reading news reports about himself.

The former deputy transport minister said he turned down the cabinet appointment because he wanted “to move on since I’m not getting anywhere”.

“I want to try going into business and to spend more time with people in my Jerantut constituency,” he said.
Besides him, Datuk Anifah Aman has also rejected his appointment as Deputy Transport Minister. Anifah was previously Deputy Minister of Plantation Industries and Commodities.
